Meet Our New Intern!

Going into my third semester interning with National NeighborWorks Association, I was thrilled
to have our new intern, Kyla Warman, join the team this semester!

As I am nearing the end of my time interning with NNA, I was excited to chat with Kyla to learn what led her to NNA. Our conversation gave me time to reflect on where I am in my own internship process while gaining insight on what Kyla hopes to gain during her time here. From helping with NNA day on the Hill to committee and board meetings, and all the webinars in between, I have had the most rewarding and fulfilling time at NNA. The opportunity to learn so much about the nonprofit sector and affordable housing while completing my Master of Public Administration at George Washington University has been an incomparable experience. I have been able to apply what I have learned about nonprofits, policy, and economic inequality to the work I have done here, while bringing my work experiences to the classroom as well. Combining this knowledge has left me with a deeper understanding of how to create real change in expanding affordable housing. I could not have asked for a better place to begin my introduction to the world of nonprofits and affordable housing policy. I am eager to see the work NNA continues to do and how the future interns help mold this vision.

Sitting down with Kyla, I was able to ask her a few questions on why she decided to join the NNA team, her past advocacy experiences, and where she sees her career going as she finishes her undergraduate studies at Howard University.

Q: What made you interested in interning at a housing focused nonprofit?
Kyla: While in DC, as a social advocate, I have seen the real-life impact of housing inequities and how they impact minority communities. This led me to become interested in how the government deals with the issue and how nonprofits are working to help our community.

Q: What would you like to learn and get out of this internship?
Kyla: I would like to learn more about how policies work in our system. As someone who has never had an internship within the nonprofit world, I am hoping to take in as much information as possible. Also, when it comes to community development, I would like to see what it looks like when advocacy becomes action with a plan and steps to execute.

Q: What is your career plan and what would you like to do when you graduate?
Kyla: My plan is to obtain my Juris Doctor. With my law degree, I am very open to which specific sector of law I'd like to go into, but overall I would like to work with the families and the community directly. Long term, I hope to become a federal judge that will interpret the law and make decisions impacting many lives. I hope to use this position of power to advocate for those our society has deemed voiceless and who deserve justice.

Q: What community engagement, advocacy, or nonprofit work have you done in the past?
Kyla: Over the past two summers, I interned at a Federal Courthouse with the Honorable Judge Brian Wimes. Through this internship, I gained exposure to many fields of law and learned about procedural work within the federal court. In the past year, I found much of my fire for advocacy through working with the Poor People's Campaign. I had the opportunity to talk with community leaders and members from across the country to see the many issues impacting low-income people while uniting under the common need for change in legislation. While
working with the campaign, I learned more about the Third Reconstruction policy, which sparked my interest in policy work focused on the community.

Michael Monte of Champlain Housing Trust

What interested you in serving on the NNA Board of Directors?

NeighborWorks funding provides critical resource for us and to other NeighborWorks organizations in Vermont. This is our way, my way, to give back and insure it remains.

What do you value most as a member of NNA?

It is great to get to know other members and leaders and to learn from their work.

As an advocate on the federal level, tell us an interesting story of a Hill visit or local with your Congressperson/Senator/or their staff.

In Vermont, we have a close relationship with our congressional delegation, being that it is only three members. I personally have a very close relationship with the members of our current delegation as well, having known or worked with each them for nearly 40 years. So my stories are interesting, and will not be repeated here…

As an advocate for our members to NeighborWorks, what is one thing about NeighborWorks America you would want to share with your peers?

Strength matters

What is your dream vacation and why?

Besides a trip to Lisbon/Marrakesh/Sicily (which has been on hold for a couple of years now), my dream would be to rent or buy a Vespa in Italy and tour its entire length.

What interested you in serving on the NNA Board of Directors?

Serving on NNA Board of Directors allows me a direct voice in advocating for NeighborWorks members needs, specifically representing PA NW members and influencing strategy for policy action and increased funding.

What do you value most as a member of NNA?

I value the opportunity to collaborate with a diverse range of NW members and ability to have direct access to NW leadership and elected officials.

As an advocate on the federal level, tell us an interesting story of a Hill visit or local with your Congressperson/Senator/or their staff.

My interesting story of a Hill visit is really about how much fun my PA NW members we have collectively advocating and sharing our impact. Pro tip - wear comfortable shoes, breathable fabric, and pack snacks.

As an advocate for our members to NeighborWorks, what is one thing about NeighborWorks America you would want to share with your peers?

Never get comfortable with what you think you will always have; NW America is an incredible resource and allows us to innovate, learn and increase our impact. Let's do the hard work and show up - express our gratitude, share the impact, and strive to do more.

What is your dream vacation and why?

A few hours on the bike, a few hours on the beach and a few hours at the bar. (Repeat for 7 days)

Amy Schaftlein of United Housing

What interested you in serving on the NNA Board of Directors?

I wanted to join my peers and advocate for affordable housing resources at the federal level.

What do you value most as a member of NNA?

Meeting other NWOs, sharing ideas and strategies on policy outreach. Lou's emails.

As an advocate on the federal level, tell us an interesting story of a Hill visit or local with your Congressperson/Senator/or their staff.

Last visit to DC we sat down with our Senator for 30 whole minutes! We discussed NW of course, but also jobs and the important role the housing industry plays in creating, retaining and supporting jobs and families. Housing is truly nonpartisan.

As an advocate for our members to NeighborWorks, what is one thing about NeighborWorks America you would want to share with your peers?

NeighborWorks America can open up new opportunities for one to learn from others at the top of their field - joining them at training institutes and enrolling in Achieving Excellence. This can be game-changing for your organization.

What is your dream vacation and why?

Well, I got to see Kraftwerk play a show in Croatia at their roman colosseum in Pula. That was pretty great. Anywhere with great architecture, good music, and food and I'm set.

What interested you in serving on the NNA Board of Directors?

The opportunity to spend time with my peers and to help to raise up the voice of the network with NWA. I very much respect NNA's work over the years, especially with advocacy and putting the NeighborWorks story in front of Congress and leveraging larger appropriations for the network.

What do you value most as a member of NNA?

Doing our part, in concert with others to be a leading network of practitioners in the field of housing and community development.

As an advocate on the federal level, tell us an interesting story of a Hill visit or local with your Congressperson/Senator/or their staff.

As part of a large delegation from New York, Senator Schumer most meets with us and he has a unique way of turning the conversation and admonishing us to "get things done!"

As an advocate for our members to NeighborWorks, what is one thing about NeighborWorks America you would want to share with your peers?

NWA has been a real leader in the work of Race, Equity, Diversity & Inclusion through the years, commencing for me back in the late 90's with Jay Otis Smith speaking at our National Executive gatherings. Jay Otis was the first professional consultant that we brought back to our agency - Hudson River Housing at the time - to train staff in diversity work. NWA has continued to bring resource, practice and attention to this issue throughout the years.

What is your dream vacation and why?

Well, I'm heading to Ireland for the first time this September. I am taking my sister for her 70th birthday and it is a first time visiting Ireland for the both of us!

What interested you in serving on the NNA Board of Directors?

I was interested in serving as a way to not only contribute to the network, but to learn from the cadre of successful leaders from other organizations.

What do you value most as a member of NNA?

As member of NNA, I value the opportunity to advocate for the network and to stay abreast of issues that impact our work.

As an advocate on the federal level, tell us an interesting story of a Hill visit or local with your Congressperson/Senator/or their staff.

Our NC House members are so committed to our work that we are regularly in contact with their offices and staff. They all feel like an extension of our work and reach out to us regularly.

As an advocate for our members to NeighborWorks, what is one thing about NeighborWorks America you would want to share with your peers?

NeighborWorks leadership and staff are sincerely interested and vested in the success of the network organizations.

What is your dream vacation and why?

I always feel as though I spend so little time actually living in my home. My dream vacation is to spend a month quietly at home immersed in the tranquility and serenity that comes from observing and listening to the nature in our wooded back yard.

What interested you in serving on the NNA Board of Directors?

I was interested in staying connected to Network trends, policies, and peers.

As an advocate on the federal level, tell us an interesting story of a Hill visit or local with your Congressperson/Senator/or their staff.

A couple of months ago, I was speaking to an ultra-conservative representative, and though we disagree on policy in general, we aligned on the impact of housing challenges in the region.

As an advocate for our members to NeighborWorks, what is one thing about NeighborWorks America you would want to share with your peers?

I have really, really valued the peer sharing through COVID. It has been so important to know "I'm not the only one."

What is your dream vacation and why?

Iceland for a month with me, a tent, and my camera. Viewing the world through a lens is one way I can enter "the flow".

What interested you in serving on the NNA Board of Directors?

I appreciate the opportunity to help shape the work of the network and promote the value of the network to NWA, Congress, and the broader field.

What do you value most as a member of NNA?

The peer network. I learn so much from each person I encounter

As an advocate on the federal level, tell us an interesting story of a Hill visit or local with your Congressperson/Senator/or their staff.

We worked closely with our congressional staff to secure a federal grant for an economic development project. When we received the award the Congressman personally called me to thank us for the work on the project. We were able to thank him and share the impact of the project on the community further highlighting the work we are doing.

As an advocate for our members to NeighborWorks, what is one thing about NeighborWorks America you would want to share with your peers?

The team at NeighborWorks America works hard to bring positive impact to the network. While we don't always agree their desire is to see us grow and succeed. Their staff motivations are positive and there is a desire for increased impact.

What is your dream vacation and why?

Spending time with my family anywhere. It's who I'm with that matters most to me.

Meet Sasha-Gaye Angus of MANNA DC!

What interested you in serving on the NNA Board of Directors?

As we emerge from a two year historic pandemic, the need for community development resources and tools are even more urgent. I am excited to be a part of NNA's work around advocacy and influencing public policy initiatives that impact lives and communities.

What do you value most as a member of NNA?

Small group peep to peer network convenings. Also, its commitment and effectiveness in advocating for NWA funding.

As an advocate on the federal level, tell us an interesting story of a Hill visit or local with your Congressperson/Senator/or their staff.

I have not yet been on the Hill but am looking forward to it as a Washingtonian, and new NNA board member.

As an advocate for our members to NeighborWorks, what is one thing about NeighborWorks America you would want to share with your peers?

NeighborWorks epitomizes the power of partnerships and working together to build strong communities.

What is your dream vacation and why?

A 3-week multi-region tour to see the ancient pyramids of Egypt, then to Ghana and Nigeria where my ancestry originates, and finally to east Africa to visit the Serengeti and be one with nature.

Meet Reina Miyamoto of Hawaii HomeOwnership Center!

What interested you in serving on the NNA Board of Directors?

My predecessor, Dennis Oshiro was involved and loved it. He recommended that I get involved too. I've been part of the network for many years and know the value of being part of the network. I've participated in NW committees in the past and really enjoyed/benefitted from working with others in the network - I wanted to contribute to what NNA was doing.

What do you value most as a member of NNA?

The funding support that NNA helps to make possible - the coaching to connect/communicate with my Congressional leaders to participate in gaining the NW appropriation is appreciated too.

As an advocate on the federal level, tell us an interesting story of a Hill visit or local with your Congressperson/Senator/or their staff.

During one of my visits, a staff person who grew up in Hawaii and had not lived here for many years shared about his dream to return to Hawaii in retirement on the Big Island. That longer than normal visit created a warm connection. While that Representative is no longer in officer, that staff person has worked for other Hawaii Congress members.

As an advocate for our members to NeighborWorks, what is one thing about NeighborWorks America you would want to share with your peers?

NW is thoughtful regarding its capacity to support organizations in a meaningful way - building the network is always done in a thoughtful way. I appreciate that they allocate grants for the NWOs first in their budgeting process before allocating funds to other projects and expenses.

What is your dream vacation and why?

I'd like to visit Japan again (anywhere in Japan) - after my dad passed away, I'd be my mom's travel partner on 1 trip a year and Japan is one of our favorite places. That is where she'd like to visit next and I'd like to go w/ her while she's healthy and well. We love the food, culture, and experiences we can have in Japan.

Meet Kara Hay of Penquis!

What interested you in serving on the NNA Board of Directors?

I wanted to serve in a greater capacity to effect positive change across our country by ensuring the financial stability of the organizations that are the lifeblood of our communities and our nation's change agents.

What do you value most as a member of NNA?

I value the opportunity to advocate tirelessly along side so many incredible leaders.

As an advocate on the federal level, tell us an interesting story of a Hill visit or local with your Congressperson/Senator/or their staff.

One of my favorite stories was at the NNA Hill reception a few years ago. The reception occurred the day that President Trump zeroed out NeighborWorks funding. Of course, the atmosphere in the room where the reception was being held was tense in the face of this new information. I had the pleasure of introducing Senator Collins who was slated to speak briefly at the event. After acknowledging the Maine NWO's and the great work being accomplished by all the organizations in the room, she also acknowledged that we had been zeroed out. She then proceeded to state, "We must all remember. The President proposes. Congress Disposes." The room erupted with appreciation and applause. It was awesome.

As an advocate for our members to NeighborWorks, what is one thing about NeighborWorks America you would want to share with your peers?

I would share that NWA is an incredible partner and resource to housing and community developers across the country.

What is your dream vacation and why?

My dream vacation is any vacation that includes time deep in the woods, swimming and kayaking on a beautiful body of water, evenings under the stars, and uninterrupted time to play and talk with my boy.

Real Life Reflections with NNA Interns

From a national student protest to an eye-opening course on economic inequality, Tahari Williams and Michelle Dobin discuss how their work interning with National Neighborworks Association overlapped with real-time classroom experiences.

Tahari is a junior at Howard University and Michelle is a first-year Master's student at The George Washington University's School of Public Policy and Public Administration.

Tahari: Political Science is known as a broad field of study because it leads people to many different career opportunities and allows us to realize how our individual thoughts and actions ultimately affect society as a whole. For example, I became a political science major at Howard University with hopes of identifying and combatting the social and political problems in my community, and this led me directly to my Membership & Policy Internship at National Neighborworks Association. At NNA I learned more about affordable housing and community development than I ever had while sitting in a classroom. This is largely due to the fact that my academic work mostly reflects the theoretical discussion of affordable housing and social change, while my work at the National Neighborworks reflects the actual planning, execution, and practice of local and federal advocacy.

My experience interning with NNA not only allowed me to witness the actual legislative process, but it has also given me the tools and wisdom to advocate for myself and my community outside of the classroom. After witnessing firsthand the unsafe and dirty living conditions in the Howard University dorms, student advocates started a protest on campus that lasted 34-day and got the attention of the national media. Although I live off-campus, I used the knowledge and advocacy skills that I learned from interning with NNA to actively help the protestors in their fight to obtain safe living conditions in the dorms. This made me recognize how the issue of safe and affordable housing affects the entire country as a whole, right down to my own campus community. Although I still have much to learn, both at school and in my internship, I was able to recognize the intersection between practice and theory and gained a greater desire to promote social change. I know this will help me in my future endeavors of becoming an attorney once I finish my undergraduate degree at Howard.

Michelle: As a first-semester Master of Public Administration student at the George Washington University, I have already seen many connections between my work at NNA and in the classroom. While, I have just begun my studies, but my classes have already delved into the inequality seen in public administration. I've noticed the majority of my professors have not tried to present Public Administration through rose-colored glasses, which has helped me develop a deeper understanding of the field and recognize how we can improve on how our governmental systems operate. It has become clear how crucial it is for administrators to listen to organizations like NNA members who promote the needs of their communities.

The class that has resonated with me the most thus far is Economics for Public Decision-Making. Although I was aware of racial economic barriers prior to this course, I have learned just how deeply integrated racism is in our economic system. Over the past few weeks, we have discussed the many inequities in economics, from underrepresentation in the field to policies that inhibit marginalized communities from accumulating wealth. Despite the pervasiveness of economic inequality, data shows that there seems to be little done at a federal level to help disenfranchised groups. This emphasizes the importance of NNA’s mission to advocate for economic opportunities for all communities in our country. One key factor to wealth accumulation is homeownership, an issue I have seen NNA members champion for throughout my time here. It is important we continue to have organizations working with our government to fight for even the most vulnerable people, not just those with power. I have greatly enjoyed the opportunity to work so closely with an organization whose goal is to build strong communities while applying the lessons from my coursework along the way.

NNA Welcomes First Director of Policy and Advocacy - Elisabeth Coats

Elisabeth Coats Joins NNA From U.S. Senate Committee on Appropriations

The National NeighborWorks Association (NNA) the trade association for NeighborWorks organizations across the country, today announced the hiring of its first Director of Policy and Advocacy, Elisabeth Coats.

Prior to joining NNA, Coats worked as a professional staff member to the Senate Appropriations Subcommittee on Transportation, Housing and Urban Development. During her time on Appropriations, she specialized in affordable housing, homeless assistance, and community development issues.

Prior to moving to Washington, DC, Elisabeth pursued her Master in Social Work from the Brown School at Washington University in St. Louis where she developed a passion for political advocacy while serving fellowships at entities such as the Women’s Foundation of Greater St. Louis, the Community Builder’s Network of St. Louis, and the Missouri State Legislature.

“NNA is excited to fill this new position with someone with the extensive knowledge of federal policy, of the needs of our nation’s communities and of the path to successful advocacy to work across the aisles and across the chambers to meet the two,” stated Lou Tisler, Executive Director of NNA. “Elisabeth brings a passion to this new position that will positively affect our members’ relevancy and impact.”

Elisabeth was born and raised near Minneapolis, MN, and received her Bachelor of Arts degree from Concordia University in St. Paul where she majored in Psychology and Political Science. She resides in central DC, and her one year-old puppy takes up the vast majority of her free time.

“I am excited to join the team at NNA. I look forward to being a convener between the 235 NNA member organizations, Congressional offices, government agencies, and other thought leaders,” stated Coats. “I look forward to bringing additional affordable housing and community development resources to our communities through federal advocacy and strategic coalition-building to advance NNA’s policy goals.”

NNA Interns Take on Washington

Jacob Herring and Tahari Williams break down their experiences as National Neighborworks Association's first-ever summer interns. Jacob is entering his sophomore year at Howard University and Tahari is a rising junior at Howard. Upon graduation, they both have ambitions to go to law school and work in social justice.

Jacob: When I arrived at my internship interview, I was expecting a no-nonsense, cutthroat environment. Thirty seconds in, when Lou Tisler (Executive Director) asked me to call him “Lou” and not “Mr. Tisler” I was able to relax, and I knew this was an organization that I wanted to be a part of!

One of the most interesting aspects of the internship was attending virtual committee meetings and gaining a greater understanding of not only NNA but Washington as a whole. In the beginning, Tahari and I were only able to follow bits and pieces of our first committee meeting, but as we progressed we understood much more about the organization and how NNA represents its members. We also participated in virtual webinars which included notable guest speakers like Chairwoman Maxine Waters (CA-43) who discussed her “Housing is Infrastructure Act” at National Low Income Housing Coalition’s HoUSed Campaign Call. Listening to politicians speak passionately about any issue is exciting but being present when Chairwoman Waters spoke about housing was truly special and helped us see how important this issue is in Congress. We also worked on a congressional research project where we researched which congressperson corresponded with NNA members’ states and districts. It was great to work on this project and then see the information utilized in a board meeting later that week.

I have learned a lot from this internship, but the thing I’ve taken to heart the most is the importance of creating a network, both as an organization and personally. You never know when a relationship can benefit you professionally and how others can learn from you as well. Learning how to build a network will help me in my current ambitions in school and my future goals of becoming a lawyer.

Tahari: One of the best opportunities that came out of my summer internship at NNA was meeting with housing professionals and executives that work with the organization. We had the pleasure of meeting with Kellen Moore, Senior Manager of Legislative Affairs at Neighborworks America, and Chris Krehmeyer (pictured above), CEO of Beyond Housing and NNA member. Through these meetings, we have been able to learn different perspectives and better understand the effort that is put into creating affordable housing across the nation.

Our work with NNA also extended into the communications world. We were able to audit the social accounts and website and present design concepts to be used on NNA’s social media platforms. Working on this project allowed us to cooperatively brainstorm and learn more about branding a national organization to appeal to a wider audience. Although we worked remotely, we enjoyed meeting with NNA staff during Snappy Hour (an Intern version of Happy Hour) every week and were included in all of the different committee meetings. This not only made us feel welcomed within the NNA family but also allowed us to establish personal connections with staff and members beyond our virtual work setting.

The knowledge and experience I gained through interning at National Neighborworks Association have given me a small glimpse into the complex process of policy change, a lesson that can be applied in law school after I graduate from Howard University.

The President's FY22 Budget and NeighborWorks America

The President and his administration recognizes that our communities are in great need of housing that is affordable and the continuation of comprehensive community development. With President Biden recently releasing his FY22 budget, the statement of "show me your budget and I will know your priorities" gives us great insight on the priorities of this administration.

NNA members, NeighborWorks organizations across the country, utilize Federal appropriations designated and enacted by Congress to NeighborWorks America to meet the unique needs of their communities. This funding is flexible, can be first in to start a project or program or could be the needed funding to get projects and programs across the finish line. Our members leverage this funding source with many layers of resources, resulting in leveraging the FY20 appropriation of $157.5 million to over $9.3 billion of affordable housing and community development across our nation.

The President's recently released FY22 budget includes $170 million for NeighborWorks America, a $5 million increase to over the FY21 appropriation ($163 million in core, $2 million for shared equity).

NeighborWorks America's budget justification, details the importance of investment in housing infrastructure and pandemic recovery in communities across the country and describes how NeighborWorks America would leverage this funding through grants, technical assistance, training, and organizational assessments. Due to process, though the needs of our membership are great and justify additional, much needed funding the NeighborWorks justification administratively aligns with the President's proposed budget.

The NNA membership appreciates the President's support of the proposed $170 million funding level, seen as a great move in the right direction. Recently, members in the House and Senate signed Dear Colleague letters in support of an appropriation to NeighborWorks America of $185 million for FY22. This support equated to, 42 Senators (out of 100) and 138 bipartisan members of the House signing Dear Colleague letters in support of $185 million in FY22 appropriated funds for NeighborWorks America. Though a $15 million increase could be seen as small in the overall Federal Budget and perhaps generous in the line item, the additional funding would equate to almost $900 million of additional affordable housing and community development (using the FY20 achieved leverage of $59 for every $1 of NeighborWorks appropriated funding).

Given the strong support from Congress, the recognition from the President that additional funding is needed and the affordable housing needs of our communities, NNA will continue to advocate for $185 million of FY22 appropriated funding for NeighborWorks America during this budget cycle. We ask that our members, our partners, our friends and the communities we serve join us in reaching out to members of Congress during the budget process to support NeighborWorks America and many of the other much needed affordable housing programs in the continuing budget process.

Meet the new National NeighborWorks Association (NNA) Board President Marcia Erickson!

Marcia has served as the President/CEO of GROW South Dakota in Sisseton, SD for the last 30 years, where she has gained experience mobilizing and administering resources from private, state, and government funding sources. She has been a longtime member of NNA and has served on the Board in other capacities, leading up to what is already shaping up to be a successful tenure.

We chatted with the new President about her background, vision for the organization, and how members can help build a brighter future for NNA. Check out her answer to these Fast Five Questions to learn more:

1)What do you hope to bring to the NNA Network as President?

It is a privilege and an honor to serve as the Board President of NNA. It is also a commitment to represent the voice of the network, support the work of NNA and their advocacy for change, help make positive changes, and wrestle through any obstacles or challenges that may present themselves. In spite of the pandemic, civil unrest, and inequities, what gives me hope is the commitment I have seen through Network members in responding to the needs and challenges across our nation. While the needs of our country’s residents have never been greater, every day we see the positive impact. Every day we see opportunity. The NNA Network has worked consistently to help those in need to help build stronger communities. Through all the challenges we've faced, I am confident that the great work of our colleagues will continue in the right direction. As President of the NNA Board, I hope to bring the voice of the NNA Network forward, to listen to concerns and challenges, and to support each organization.

2. What is it about NNA's mission that drew you to a leadership role in the organization?

I was drawn to this position because it offered me an opportunity to utilize my diverse experience in community, housing, and economic development that mirrors NNA’s mission.

3. How have the challenges of the pandemic affected the way members serve their communities?

Although the pandemic halted the world, it didn’t stop the critical need for housing and community development. The pandemic has forced us to find new ways to reach out to policymakers and partners. We have utilized technology to meet virtually when doors were closed and implemented flexible scheduling which opened up new avenues to collaborate. We have had to adapt and that empowers us to look at what we currently have and make it better. The challenges of the pandemic have reiterated the urgency of creating healthy, flourishing communities, and driven us to continue supporting the NeighborWorks network.

4. What opportunities for growth do you see in light of this past year?

Our future looks promising as we find more and better ways to promote housing and community development opportunities. We are committed to continuing to share information, training, resources, and be a voice for the Network with the momentum needed to drive forward in every neighborhood.

5. What role do members play in NNA?

In order to work towards continued and increased funding for the NNA, the support of our members is crucial. We fully appreciate the support we've seen from the Network with 94% of all NeighborWorks organizations coming on board as a member of NNA, and each of them working hard to advocate for the critical NeighborWorks funding appropriation which positively impacts all communities directly.

Adapt and Create: Navigating Advocacy in a Virtual Space

For many trade associations, this year has presented unique challenges working with legislators on the Hill and mobilizing local organizations on the ground. We knew advocacy in the age of COVID-19 would require us to be flexible, adaptable, and creative as we seek to champion our policy and funding priorities. Like many other associations, National NeighborWorks Association (NNA) made use of digital tools to host our first ever NNA Virtual Legislative Day, communicate with lawmakers and Hill staff, and provide resources for our membership base to continue telling the story of why the work in their communities is more important than ever.

As we continue to engage during the FY22 appropriations process, we are taking a moment to reflect on how NNA focused our advocacy goals this year in a particularly unique environment and how these lessons can help us move into the next funding cycle.

How does NNA advocate for communities?

Trade associations have been called the heartbeat of the industry. With over 234 current members, NNA serves as a collective voice for NeighborWorks chartered organizations across the the nation and in the District of Columbia, and Puerto Rico. Through committee work, surveys, and sustained conversation with members, we set policy priorities that support affordable housing and community development programs while also advocating for appropriations funding. Generally speaking, when we hit the Hill our members' focus falls into two buckets - NeighborWorks America’s (Neighborhood Reinvestment Corporation) appropriation and the pressing federal issue of each individual NNA member. We also provide training, resources, and tools to educate our members and mobilize them to better engage with federal, state, and local representatives.

How are we navigating advocacy in a virtual space?

While the pandemic stopped the world in many respects, the work of trade associations like NNA kept going - as firmly and urgently as ever. With communities reeling from the economic downturn, and member organizations looking to NNA for guidance, we made use of web conferencing, more frequent e-newsletters, social media, and a newly designed website with a member portal that offered access to vital national and state data.

How were we able to adapt?

Due to COVID-19 restrictions, members of Congress and their staff could not physically meet with advocates on the Hill. This presented a challenge, as our annual NNA Legislative Day serves as a vital touchpoint between our members and their representatives. Though we couldn't bring NNA to Washington, DC, we brought DC to our members. Using Zoom, digital information packets, training webinars, and a virtual reception, we hosted a highly successful NNA Virtual Legislative Day. The event had over 200 attendees from over 150 organizations representing 47 states, DC and Puerto Rico with almost 400 "face to face" virtual meetings with lawmakers and staff. The virtual day allowed NNA advocates to push for a $185 million ask for the NeighborWorks America core appropriation and encourage their Members to sign two Dear Colleague letters. We recently closed our bipartisan House Dear Colleague letter, led by Representative Cindy Axne (Iowa-3) and Representative Don Young (Alaska-At Large), with an impressive 138 signatures - the most we've ever had! Prior to that, we gained 42 signatures for a Senate Dear Colleague letter led by Senator Jacky Rosen of Nevada, again the most "official" support their the Dear Colleague process. The virtual setting allowed us flexibility in scheduling meetings and offered more organization staff the opportunity to get involved. Moving forward, we will use virtual meetings as a supplement to our in-person visits on the Hill, allowing us to extend the Legislative "Day" throughout the week.

While we have adapted to the new virtual landscape of the past year and seen successes, our advocacy is far from over. Currently, we await President Biden's full budget release and the NeighborWorks America funding level that is set. We are also working with our members to continue conversations with Congress as they release their budgets and prepare a bill for the President's signature.

NNA Members Call for Rural Investment at Senate Banking Hearing

On Tuesday, April 20, 2021, the Senate Banking Committee held the first full committee hearing focused on rural America in nearly a decade. Led by Chairman Sherrod Brown (D - OH) and Ranking Member Patrick J. Toomey (R - PA), the hearing entitled "An Economy that Works For Everyone: Investing in Rural Communities," focused on the importance of investment in infrastructure and economic development in diverse and culturally vibrant rural communities throughout the US. These communities - ranging from Appalachia to Native tribal lands to vulnerable populations in the South and Midwest - are plagued with a lack of safe affordable housing, diminishing resources, and the growing scarcity of new jobs. The hearing brought together a slate of witnesses to share their experiences and offer strategies to build strong and resilient rural communities, like policy approaches, investment in affordable housing, broadband, and new energy technology.

Among the witnesses were NNA member Bill Bynum, CEO of HOPE Enterprises and NNA member/NNA Board President, Marcia Erickson, CEO of Grow South Dakota.

Bynum highlighted the pressing need for investment in rural regions that suffer from systemic underinvestment - particularly in communities of color. Rural persistent poverty counties face worse education, housing, and employment conditions than the rest of the country. Hope Enterprise's home state of Mississippi is 1 of 4 states where half the population lives in poverty - the highest poverty rate in the nation. 60 percent of people living in poverty in the state are people of color. Bynum says that creating rural communities that work for all must include strategies for building wealth through homeownership and small business ownership, including investment in such programs as downpayment assistance, the NeighborWorks LIFT program, CRA, and CDFI financial institutions. "Housing is the foundation of success for rural communities across the countries," NNA Board President Marcia Erickson, CEO of GROW South Dakota stressed the importance of housing in rural economic development while underscoring the increased housing needs these communities faced during the pandemic. Erickson proposed appraiser and construction internships as a solution to this challenge as well as loss mitigation pools. Finding accountable national entities to provide capital could be used to support mission-based lenders that can provide finances that traditional lenders cannot. Additionally, she recommended flexibility in existing programs, like CDFI fund lifting nonfederal match requirements because rural markets lack access to private funding sources. In order for large-scale investments to help local rural economies grow, organizations like NeighborWorks America and the CDFI fund should be allocated increased funding, according to Erickson. What does President Biden's Proposed Budget Mean for Affordable Housing?

Earlier this month, President Biden unveiled his $1.5 trillion partial budget for FY2022 that would raise discretionary spending $118 billion over last year's level. This "budget blueprint" (a high-level preview of the President's budget) includes increases in various domestic programs, including $68.7 billion for HUD, a $9 billion or 15% increase to HUD’s budget from FY 2021.

While the final iteration of this bill will likely go through changes as it passes through Congress, these proposed numbers signify a strong commitment to the vital affordable housing programs that impact neighborhoods around the country and serves as a hopeful starting point for lawmakers. With increases in housing assistance and investments in essential services, the budget outline gives us a look into the President's priorities and may act as a blueprint for the bill that will be signed into law later this year.

HUD Budget Highlights

Increases HOME Investment Partnerships Program to $500 million for a total of $1.9 billion
Increases Community Development Block Grants by $295 million
Expands Housing Choice Vouchers to 200,000 additional families
Increases Homeless Assistance Grants by $500 million to $3.5 billion
Expands tribal housing resources from $747 million to $900 million
Funds the operating costs across HUD’s assisted housing portfolio
Provides $800 million in new investments across HUD programs for modernization and rehabilitation and provides energy efficiency upgrades
Provides $180 million to support 2,000 units of new permanently affordable housing for the elderly and persons with disabilities

While the full budget is expected to be released later this month or early May, this proposal - championed by HUD Secretary Marcia Fudge - outlines expected significant increases in non-defense spending. With budget caps expiring at the end of FY21 this fall, this is the first time since 2011 that Congress will not be constrained by the across-the-board spending caps enacted over a decade ago to reduce the federal deficit.

The Biden Administration says that these domestic increases in the budget request was complimentary to the President's $2 trillion American Jobs Plan that focuses on significant infrastructure investments. Biden's infrastructure plan allocates $213 billion for housing and calls for the construction and rehabilitation of 500,000 homes.

Congress is expected to begin drafting spending bills in the coming weeks, with a deadline of Oct. 1, the beginning of fiscal year 2022.
